Cooperation of Public Employment Services, Private Service Providers, and Clients within Activation Policies in Germany The Ministry of Labour, Integration, Youth and Social Affairs of the State of Hessen (HMSI) has commissioned a consortium comprising the Gesellschaft für Wirtschaft, Arbeit und Kultur e. V., Frankfurt am Main (GEWAK), the Institute for Economics, Labour and Culture at Goethe Uni-versity Frankfurt (IWAK) and Fulda University of Applied Sciences, Department of Social Work, to carry out the research and transfer project ‘Make it Work. Quality Processes within the Ser-vice-Triangle of Active Labour Market Policies’ on the function of cooperation between em-ployment agencies/job centres, commissioned third parties (private providers of employment services) and clients as job seekers entitled to benefits under SGB II, to identify key problems and develop opportunities for improvement. This research was conducted in three sub-projects with each partner responsible for one of these. The main policy recommendations have been authored jointly. A summary version of the reports of the sub-projects and the joint policy-recommendations are published in Schulze-Böing et al. (2026). 1,023 KB

Quality Processes within the Service Triangle of Active Labpur Market Policies Summary version of the report of a joint reserach project by GEWAK (Frankfurt), Hochschule Fulde (Fulda University of Applied Sciences) and IWAK (Goethe-University Frankfurt). Project Cooperate, Reach Out, Integrate Services (CRIS) - Final Report The CRIS-Project has been completed sucessfully in December 2024, one of 9 projects selected by the EU-Commission for funding under the EaSI-strand of ESF 2021-2024. Report by the transnational coordinator (Matthias Schulze-Böing). It was an inspiring experience and there were significant outcomes in terms of social innovation and improvement of quality and effectiveness of social services. 10 MB

CRIS - Achievements and Failures of a Transnational Project under EaSI CRIS stands for Cooperate, Reach-Out, Integrate Services. It is the acronym of a transnational project, funded under EaSI/Progress by the European Commission. A transnational consortium including the City of Offenbach (as lead partner), People in Need (a NGO in Slovakia), the Slovak Academy of Sciences, the Municipality of the 7th district of Budapest, Artémisszio (a NGO in Budapest) and the Budapest-Institute is exploring new ways of approaching vulnerable groups in the labour market. 925 KB

Sanctions under the SGB-II-scheme of basic protection for jobseekers and suspended unemployment benefits under SGB-III (unemployment insurance) Sanctions under SGB II are a controversial issue in in the debate on social policy in Germany. They are a core element of activation policies. Recent reforms have loosened conditionality of the basic protection benefits and thus weakended the impact of the activation approach. Preliminary evidence shows a decrease of the performance of employment policies under the SGB-II-scheme. As a complement the recent available data for the equivalent of sanctions under the SGB-III-scheme of unemployment benefits, suspension of benefits, are presented as well. 797 KB

Improving the workflow between contract-providers of social services and public authorities - a digital solution developed and implemented by MainArbeit-Jobcentre Offenbach Delivering holistic social services it is of key importance to secure an effective collaborative workflow among private service providers, NGO´s and public bodies, be it jobcentres or social authorities. MainArbeit, the municipal jobcentre of the City of Offenbach has developed and implemented a digital tool allowing for a seamless workflow between contract providers of services and the jobcentre.
